About virtual cards (and the Vircarda app)
When are virtual cards being introduced?
From February 2022, virtual cards will begin to replace current Energy & Utility Skills Register (EUSR) Cards. From February, individuals gaining a new EUSR registration will be issued with a virtual card.
When are virtual cards being introduced?
As with the current card, the new virtual card is a record of the active EUSR registrations held by an individual. Instead of a plastic card, individuals will download an app to their smartphone or tablet device which will display a digital EUSR card.
How will individuals download the virtual card app?
To access their virtual card for the first time, a newly registered individual will be sent an SMS message with a registration and PIN number for an app called Vircada. When they download the app and log in, the app will contain their virtual EUSR card, including details of all active eligible EUSR registrations. An individual can install the Vircada app on either their smartphone or tablet device (either Android or Apple).
EUSR cannot issue a virtual card without a mobile number, so it is vital that a mobile number is included when processing registration applications in QuartzWeb. (We are encouraging the submission of mobile phone numbers with new registrations with immediate effect. This will become compulsory for new applications from 10 January 2022.)
To access their virtual card on an ongoing basis, the individual will simply open the app installed on their smartphone or tablet device and view the virtual card held within their Vircada account.
Is Vircarda free of charge?
Yes, Vircarda is a free App.
Which operating systems is Vircarda available for?
Vircarda is available for Apple and Android devices.
Where can I download Vircarda?
Vircarda is available to download from:
- App Store (iOS) for devices running iOS 10 and later
- Google Play (Android) devices running 4.4 and later
How does the Vircarda app work?
When the app is first installed, the individual will enter the registration and PIN number provided from an SMS, which will then add the virtual EUSR card, from the data EUSR stores on an individual in our Quartz system, to the wallet. Each time the virtual card needs to be checked, Vircarda generates a secure, short life QR code that can only be read with compatible QR reader app (Checarda). Generic QR reader apps cannot read the QR codes generated by Vircarda.
Why does EUSR need mobile numbers for individuals?
A virtual card is added to the Vircarda app using a unique registration and PIN number sent via SMS. It is vital that a mobile number is included when processing registration applications in QuartzWeb so that a virtual card can be issued.
When should mobile numbers be provided to EUSR?
We are encouraging the submission of mobile phone numbers with new registrations with immediate effect. This will become compulsory for new applications from 10 January 2022.
Does the mobile number provided need to be a company mobile?
No, it can be either a company mobile number or a personal mobile number. It needs to be a number belonging to the individual so they can receive the SMS with their unique registration and PIN.
What if an individual loses their phone or changes their mobile number?
Transferring a virtual card to a new device is a straightforward process. The individual would download Vircarda from the relevant app store and install it onto their new device. When they first launch Vircarda on their new device, the login button is shown in the middle of the registration screen. Individuals should click the ‘Login’ button and enter their email address and password credentials that were used when they first registered Vircarda. They should click on the ‘Add Card’ button and select the relevant card from the list. When the card has downloaded to the new device, it will automatically be removed from the old one (provided the old one is still online). If an individual changes their mobile number, they must contact EUSR Support to update their record.
Can a virtual EUSR card be installed on more than one device at a time?
The Vircarda App can be installed on multiple devices, however, the virtual cards within the App can only be stored on one device at any one time. This is a security feature designed to ensure an individual’s card is not compromised.
As an individual, I have more than one EUSR ID number – will this cause a problem with virtual cards?
The virtual card app works with only one EUSR ID per person. If you need to combine multiple IDs, please contact EUSR Support on firstname.lastname@example.org or 0121 745 1310 and we will combine your records.
What about renewals?
If an individual renews a registration from February 2022 onwards, they will automatically receive a virtual card instead of a plastic card. They can request a smart card in addition to the virtual card if they wish, for an additional cost of £2 plus VAT (see our price list for more details).
What about registrations that don’t expire for another year or more?
For existing registrations, a virtual card will be available later in 2022. While the existing plastic card is still valid, individuals will be able to use either their existing plastic card or their new virtual card when this is issued.
How will virtual cards be checked for validity?
When asked to produce the card, the individual will open the app on their smartphone or tablet device and show the virtual card. The card checker will validate this using a free app called Checarda, which can be used with or without internet access once installed. Alternatively, the individual’s details can still be checked by entering them on the EUSR register search (available 24/7 at www.eusr.co.uk).
Is the virtual card expiry date different to the EUSR registration expiry date?
Yes. The virtual card has a set lifespan, after which it needs to be replaced within the app. We’ve added an expiry date to the front of the virtual card, which is the date the virtual card needs to be replaced by. If an individual has registration which expires after the virtual card expiry date, we will automatically re-issue you with a new virtual card.
Many of the sites that individuals work on have little to no mobile phone signal – will virtual cards work under those circumstances?
Yes. Before attending site, an individual would download the Vircarda app and load their virtual EUSR card to their smartphone or tablet device. This only needs to be done once. The Checarda app will also need to be downloaded by the card checker before attending site. The Checarda app can then be used with or without internet access to check the validity of both the virtual cards and the smart cards.
What will a virtual card cost?
The cost of an EUSR registration will not change, individuals will simply receive a virtual card instead of a plastic card to accompany their active registration (see our price list for more details).
About smart cards
What if an individual still wants/needs a physical card?
A new smart card can also be requested if needed, for a small additional fee of £2 plus VAT (see our price list for more details). This smart card will look and feel the same as the current card (including all of the EUSR registration details on the reverse) but users will notice a new card expiry date and a contactless symbol which means the card contains a chip that is also readable by the Checarda app.
Will smart cards be issued automatically?
No, these will only be issued on request when registration applications are made via QuartzWeb, at a batch level. The standard issue EUSR card will be the virtual card. The use of virtual cards significantly reduces the plastic we, and our employers, are using in line with our sector-wide drive toward greater sustainability.
Can a smart card be requested at any time?
If a smart card is required, the most cost-effective time to request one is with a new registration. Smart cards can be requested when registration applications are made via QuartzWeb, at a batch level, for an additional cost of £2.00 plus VAT each. From February 2022, smart cards can also be requested for existing registrations via our online shop. Individuals looking to replace their existing physical EUSR card with a new smart card will be charged the standard replacement card fee (see our price list for more details).
Is the smart card expiry date different to the EUSR registration expiry date?
Yes. The chip in the smart card has a lifespan warranty. Since it cannot be guaranteed after that time, we’ve added an expiry date to the front of the card. This shows the date the physical card needs to be replaced and does not reflect the expiration date of the EUSR registration(s).

Submitting mobile numbers to EUSR (for Approved Trainers and other QuartzWeb Administrators)
As an Approved Trainer or other QuartzWeb Administrator, how do I submit mobile numbers with registrations?
We recommended this is done with immediate effect for all individuals as this will ensure a smooth transition to virtual cards during 2022. QuartzWeb Administrators can upload mobile numbers directly through QuartzWeb via individual upload or via the spreadsheet template. The mobile can be either a company or a personal number.
Submitting mobile numbers to EUSR (for employers)
As an employer, how do I submit my mobile numbers to EUSR for my employees?
Nearer to the launch of virtual cards, and no later than January 2022, individuals will be able to login to the QuartzWeb Candidate Portal from the EUSR website and input their mobile phone details directly. Employers should make their employees aware that mobile numbers are required and should encourage them to visit the EUSR website to update their records. This FAQ page will be updated with a link as soon it is available.
CSCS Partner Cards
What will the new cards mean for CSCS registrations including SHEA, Network Construction Operations (NCO) and Utilities Network Construction Supervisor?
We are introducing virtual and smart cards for all of our schemes. From 1 April 2022, individuals using their EUSR registration to gain access to a CSCS controlled site will need to produce either a virtual or smart card. The Construction Leadership Council (CLC) has mandated that all CSCS and CSCS Partner cards must be capable of being read by a new app they are currently developing. Our virtual and smart cards will both be fully compatible with this new app.
All individuals needing to use their EUSR card to gain access to CSCS controlled sites after 1 April 2022 must have provided EUSR with their mobile number to ensure they can be issued with a virtual EUSR card. If a mobile number is not provided to EUSR then some individuals run the risk of not being allowed onto CSCS sites from 1 April 2022. Nearer to the launch of virtual cards, and no later than January 2022, individuals will be able to login to the QuartzWeb Candidate Portal from the EUSR website and input their mobile phone details directly. What happens if an individual needs a replacement for their current plastic card which has been lost or stolen?
From February 2022, if an individual loses their current plastic card, they will be able to request either a virtual card or a smart card as a replacement. The replacement cards page will be updated with further details as this deadline approaches.
Will the online card checker still be available at eusr.co.uk?
Yes. An individual’s details can still be checked by entering them on the EUSR register search, available 24/7 at www.eusr.co.uk.
